The Politics of Reducing Malnutrition: Building Commitment and Accelerating Impact

Stuart Gillespie is a senior research fellow with the Poverty, Health and Nutrition Division of the International Food Policy Research Institute (IFPRI), CEO of the Transform Nutrition Research Program Consortium and co-researcher director of the Leveraging Agriculture for Nutrition in South Asia (LANSA) consortium.
In the last five years, political discourse on the challenge of undernutrition has increased markedly, leading to stated commitments on the part of many national governments, international organizations and donors. But our understanding of what constitutes an “enabling environment for nutrition” is not well developed. Political will does not drop from the sky, it needs to be created and sustained and it needs to be converted into real impacts on the ground. For decades the nutrition research paradigm has neglected the politics of reducing malnutrition -- the subject of this presentation. The core question is: “how can enabling environments and processes be cultivated, sustained and ultimately translated into impact on the ground”? How has high-level political momentum been generated? What needs to happen to turn this momentum into results on the ground? A six cell framework is used to structure a discussion of the ways in which three domains (knowledge and evidence, politics and governance, and capacity and resources) are pivotal for creating and sustaining political momentum, and for translating it into nutritional impact in high-burden countries. This presentation derives from work conducted for the fourth paper from the Lancet Nutrition Series, released on 6 June 2013.
